The short answer
Percentage is always available.
Sale price and Amount off are only offered when your bundle's item count is pinned down. The app has to know how many items it is pricing before it can charge a fixed total, and there are three ways that count as pinned:
Nothing lets the shopper change the count — Optional products and the Quantity selector are both off.
You capped it — Maximum items allowed is set to Limited with a number.
You're pricing item by item — Applies to is Individual product price, with the Quantity selector off.
If none of those is true, the shopper controls the size of the bundle, and only a percentage can scale with a selection of unknown size.
If you can only pick Percentage
Find the situation that matches your bundle. Each one tells you what to change.
The Quantity selector is on, and Maximum items allowed is No limit. Set Maximum items allowed to Limited with a number, or turn the Quantity selector off.
Optional products is on, the discount applies to the bundle subtotal, and Maximum items allowed is No limit. Set Maximum items allowed to Limited, or switch Applies to over to Individual product price — that option is available on every current plan, Free included.
Optional products and the Quantity selector are both on, with Maximum items allowed at No limit. Set Maximum items allowed to Limited. That is the only fix here.
The Quantity selector is on and you have already chosen Individual product price. Switching to Individual product price does not help while the Quantity selector is on. Either set Maximum items allowed to Limited, or turn the Quantity selector off and keep Individual product price.
Optional products is set to "From a pop-up", with Maximum items allowed at No limit. The pop-up picker forces pricing onto the bundle subtotal and locks Applies to. Set Maximum items allowed to Limited, or switch to "With checkboxes" and use Individual product price.
Optional products is "From a pop-up", the Quantity selector is on, and Maximum items allowed is No limit. Set Maximum items allowed to Limited.
Two things that catch people out
Maximum items allowed lives in Product settings, not in the Discount card — it is easy to hunt for the missing discount types in the wrong place.
And removing the cap silently rewrites your discount: if a bundle is saved with Sale price or Amount off and you later remove the item cap, the type is quietly changed back to Percentage the next time you save.
Structures with no Type field at all
Some setups don't show the Percentage / Sale price / Amount off choice, for reasons that have nothing to do with the rule above.
Free gift group. The whole Applies to / Type / Value grid disappears and every product row gets a "Free" tick box instead. To get the Type field back, choose the Standard discount group.
Tiered discount. Percentage only, per tier, by design — the shopper decides how many items go in, and only a percentage scales with that. This has nothing to do with how many products your bundle holds, so adding or removing products will not unlock the other types. If you want a fixed price per tier, switch the bundle to the Volume discount structure.
Volume discount structure. Every option can be priced with Percentage, Sale price or Amount off, no matter how many products the bundle holds. This is the structure to use when you want fixed per-tier pricing. See "Discount options, tiers and add-ons."
Legacy Buy One Get One layout. Only the free-gift picker is offered. To get discount types, rebuild the bundle as a Product bundle or a Volume discount.

The discount groups
These radio buttons sit in the Offer tab → Discount card.
No discount
Choose this when the bundle exists to group products together and any price reduction comes from your own Shopify discounts rather than the bundle.
Standard discount
The group that gives you the Applies to, Type and Value fields. It stays selected on any bundle saved with a Percentage, Sale price or Amount off discount.
Tiered discount
Appears only once the bundle is Widget-only — the Create a product checkbox is off — and Optional products or the Quantity selector is on in Product settings. Until both conditions hold, the radio isn't shown at all; it is absent rather than greyed out.
A Tiered discount gives one percentage per quantity tier and replaces the Applies to / Type / Value row entirely. It offers no Label, Badge, Free gift or pre-selected tier, and it holds the Create a product checkbox off. Turn both Optional products and the Quantity selector off again and the Tiered discount is cleared when you save.
Tiers follow the same ordering rules as Volume discount options — see Required items in "Discount options, tiers and add-ons."
Free gift
Appears when Optional products is off, or is on with Customers choose products set to "With checkboxes". It is absent while the pop-up picker is in use.
Selecting it switches the bundle to per-product pricing and replaces the Type and Value fields with a "Free" tick box on every product row. It also resets every product's discount to 0, except any already at 100%.
You must tick at least one product, variant or collection as free, or saving fails with "Select at least one product as a free gift".
Free gift, legacy separate list
A second radio with the same "Free gift" label. It appears only on a bundle already saved with the older free-products discount type, while that bundle is Widget-only and Optional products is off or uses checkboxes.
This older "choose one free gift from a separate list" mechanism is kept working for bundles that already use it. A bundle that has never used it cannot be switched to it — use the regular Free gift group instead, or a per-option free gift on a Volume discount.
At least one free product or collection must be added, or saving fails with "No products added".
Setting up a Standard discount
Applies to
Prices the bundle either as a whole, with Bundle subtotal amount, or product by product, with Individual product price.
Both options are available on every current plan: Free, Tier 1, Tier 2, Tier 3, Tier 4 and Enterprise. If you see a "(PRO)" suffix beside Individual product price and cannot select it, your shop is on an older legacy plan generation. Contact support and mention that you're seeing the "(PRO)" lock on Applies to.
This field isn't rendered at all when Optional products uses the pop-up picker — the discount is forced onto the whole bundle instead.
Type
Chooses how the discount is expressed: a Percentage off, a Sale price the bundle is sold at, or a flat Amount off. Percentage is always offered; Sale price and Amount off appear together or not at all, on the rule described at the top of this article.
If a bundle is saved with Sale price or Amount off while the item count isn't capped, the type is silently rewritten to Percentage on save.
Value
The Value box applies to the whole bundle when Applies to is Bundle subtotal amount. The prefix tells you the unit: "%" for Percentage, your shop currency for Sale price and Amount off.
Values are clamped in the field itself, with no blocking error. Negative numbers become 0, Percentage is capped at 100, Sale price and Amount off are capped at 999,999,999, and everything is rounded to two decimals.
When the products cost less than your sale price
A warning appears under the Standard discount grid whenever Type is Sale price on any bundle that isn't a Shopify-native bundle, until you dismiss it.
A sale price can only lower the bundle total. If the products the shopper selected already cost less than the sale price you set, the bundle goes into the cart at the real product price instead.
Pricing product by product
Choosing Individual product price replaces the single Value box with one discount box per product or collection, so every product needs its own number.
When the bundle has more than one product group, that list is split under "By product group 1 / 2 / …" headings so you can see which slot each product belongs to.
When a product has more than one variant, a toggle switches it to By variant, opening one discount box per variant so each can be priced separately. While the variant list is open the product-level box is read-only; collapsed, it shows the shared value when every variant matches, and 0 when they differ.
Free gift fields
Choosing which products are free
With the Free gift group selected and at least one group containing products, every product row gets a "Free" tick box instead of a number box. Tick the gifts, leave the paid items unticked.
Put the candidate gifts in their own product group so the shopper can choose which one they get.
A product counts as free when Applies to is Individual product price and its percentage is 100, or its per-product sale price is 0. The same result is reachable with a plain Standard discount at 100%.
The legacy free-gift picker
Shown on a bundle already using the older free-products discount type, and on the legacy Buy One Get One layout. It offers the shopper one free gift chosen from a separate list of products or collections that aren't otherwise part of the bundle.
At least one free product or collection must be added, or the empty-state box turns red with an alert icon and saving fails with "No products added".
